The append-only, cross-tenant trail of who-did-what — every operator edit, every governed
tenant self-service change, every reply approval, and every Stripe billing event. This view is
strictly read-only; the trail cannot be altered from here (or anywhere — the table revokes
UPDATE and DELETE even from the service role).
